Most crashes start with someone who did not see, or was not seen. Good observation comes before every movement: look ahead, check your mirrors and the blind spot, signal your intention clearly, look again, and only then move.
This section covers the observation routine for moving off, changing lanes, turning and merging, based on Regulations 5, 6, 8, 11 and 15 of the Motor Vehicles (Driving) Regulations, 2017. It also explains the horn: in India the horn is a warning of danger, not a way to ask for space. Regulation 23 forbids needless, continuous or repeated honking, any honking in silence zones and at night in residential areas, and pressure or musical horns, and Section 194F of the Motor Vehicles Act sets a fine of ₹1,000 (₹2,000 for a repeat).
