Pedestrians, cyclists and two-wheeler riders make up a large share of the people killed on Indian roads. They have no metal shell around them, so every driver's choices about speed, space and attention matter most when they are nearby.

Regulation 5(4) of the Motor Vehicles (Driving) Regulations, 2017 requires special care for pedestrians, cyclists, children, older people and people with disabilities, and Regulation 39 protects crossings, footpaths and cycle tracks. This section explains those duties for drivers, and the rules and good habits for the people at risk: helmets for riders and pillions, child seats and seat belts for children in cars, school transport, walking and cycling safely, and driving near animals.

Seven rules cover this section, starting with Protect Pedestrians, Cyclists & Two-Wheelers.
